Earlier this week Chancellor George Osborne announced that the first purely Conservative Autumn Statement will take place on November 25th 2015.

The Autumn Statement has, in accountancy circles, grown to become a sort of ‘mini-Budget’. However, a lot of the announcements we’re expecting in this November’s statement are continuations and extensions of changes put forward as part of the Summer Budget.

With a little over two months to go until the next budget announcement we’ve put together a preview, analysing how some predicted changes could affect contractors in the UK. 

The LibDems have launched their election manifesto which highlights their proposed tax changes and spending plans should they gain power in the General Election.

HMRC has published the cost of administering IR35 and an estimate of the tax they think they’d lose if it was abolished. This despite the cost of administering IR35 greatly outweighing the cash collected from IR35 investigations.

The report estimates the cost of administering IR35 to be £16m and the tax that would be lost if it was abolished to be £550m.

The IR35 Forum was established following an Office of Tax Simplification (OTS) IR35 review (beginning in 2010) and the 2011 Budget stating that the administration of IR35 would be improved.

Part of the HM Treasury, The Office of Tax Simplification (OTS), has launched an Employment Status Review.

Business Entity Tests (BET’s) have previously been used in the Public Sector to assess whether a contractor working in the Public Sector is outside the scope of IR35 and hence can be paid through their own limited company. 

Labour have launched their election manifesto which highlights their proposed tax changes and spending plans should they gain power in the General Election.

A search of the document did not highlight any specific changes relating to umbrella companies, contractors or IR35 but there is a promise to support small businesses which could be of benefit to contractors and freelancers who operate though their own limited companies:

On 3rd March 2015 the Office of Tax Simplification (OTS) issued its report headed “Employment Status Report”. The aim of the report was to tackle the complexities in deciding whether a person was employed or self-employed for tax purposes and the issues on employment rights particularly for the low paid.
